Joe Biden tends to the Russian public, saying he's worked with Russian pioneers for quite a long time, since the tallness of the Cold War.
"I've generally spoken straightforwardly and genuinely to you the Russian public," he says.
"Allow me to say this, assuming you're ready to tune in. You the Russian public are not our adversary.
"I won't completely accept that you invite the killing of blameless youngsters and grandparents.
"Or on the other hand that you acknowledge medical clinics, schools, maternity wards for the wellbeing of God, being beat with Russian rockets and bombs.
"Or on the other hand urban areas being encircled so regular citizens can't escape, supplies slice off and endeavoring to starve Ukrainians into accommodation.
"A huge number of families are being driven from their homes, including half of every one of Ukraine's kids.
"These are not the activities of an extraordinary country."
He shuts his discourse with a reference to Vladimir Putin - "For the good of God, this man can't stay in power."
